Phoenix police are investigating a man and a teen who videotaped a terrorist stunt allegedly designed to test police response to a terrorist situation. Officer James Holmes said they found a 16-year-old boy wearing a sheet around his body and what appeared to be a rag around his head while carrying a rocket launcher near West Bell Road and North 33rd Avenue on Saturday afternoon.
