A West Newbury father, who is upset that the Boy Scouts of America reaffirmed its ban on homosexuals, submitted a proposal that would ban the organization from meeting at any town-owned building. Selectmen Glenn Kemper disagrees with the ban and feels the West Newbury Boy Scout Troop 26 which meets at two different town buildings should not be allowed to discriminate and use public facilities.
