According to the State Constitution, only under extraordinary occasions can the governor call a special session. Some taxpayers are questioning whether a proposal to add a new casino in Maryland is extraordinary enough. The special session will cost taxpayers about $24,000 for each day the legislature is in session. Lawmakers are set to decide whether to add table games and a sixth casino in the National Harbor.
